All full and part-time faculty, staff, visitors, and students (undergraduate or graduate) at Texas A&M University Higher Education Center at McAllen (HECM) who operate a motor/electric vehicle (including motorbikes*) to attend work and/or classes regularly or occasionally, are required to have a valid parking permit for each vehicle they may drive and park on campus.
A parking permit does not guarantee a parking space, but does authorize parking in designated areas.
Parking Permit Registration
1. $0 - per permit (Valid until August 31, 2026).
2. Once notified via email, permits will be available for pick up at the HECM Information Desk during business hours, Monday - Friday, 9:00am - 5:00pm, starting September 2, 2025.
3. You must present a current/valid Government-issued ID/Aggie ID card to obtain your permit.
4. Upon receipt, you must properly display the parking permit to the vehicle as designed (place the permit sticker on the inside of the front windshield, lower passenger's side).
Parking Permit Placement
Parking permits must be placed on the front windshield in the lower passenger's side corner; the permit must be clearly visible and not obstructed.
Motorbikes shall display the parking permit on its windshield as described above. If the motorbike does not have a windshield, the permit should be affixed to the rear of the vehicle, as near as practical to the license plate, where the entire permit can easily be seen.
Parking Lots
Students may only park in the 12th Man Lot.
Faculty, Staff and Visitors may only park in the Howdy Lot.
The Overflow Parking Lot is open to all students, faculty, and staff with an official HECM parking permit.
Parking spaces in both lots marked “Reserved”, “Official Use Only”, "Visitor", or special reserved spaces for an individual or activity that are clearly marked are restricted from general parking. Please see the “Enforcement” section below for more information.
Parking Rules & Regulations
1. All motor vehicles and motorbikes are required to have a valid Texas A&M University Higher Education Center at McAllen parking permit when parked on university property.
2. Any area on campus (official university property) other than the HOWDY AND 12th MAN LOTS is considered a No Parking Zone. Please see the “Enforcement” section below for more information.
3. All motor vehicles and motorbikes must be parked within the marked boundaries of one parking space or stall.
4. Designated handicap parking spaces are for the exclusive use of motor vehicles displaying current official county/state/federal-issued handicap hangtags or disabled license plates.
5. Only one linked license plate per permit may be parked on campus at any given time.
6. Texas A&M University Higher Education Center at McAllen requires registration of the license plate number of the vehicle being parked on campus. Please see the “Enforcement” section below for more information.
7. Parking Permits are issued to a specific individual who is the primary owner and who assumes 100% responsibility.
8. Parking Permits are valid only if received from the Higher Education Center at McAllen. Permits may not be resold or transferred between individuals. Please see the “Enforcement” section below for more information.
Visitor Parking
Parking for visitors is available in the designated spaces located in the Howdy Lot.
Visitors must check in with the HECM Security Department located in the Main Lobby. There is no fee for visitor parking.
HECM affiliates who park on campus are required to have a permit, therefore, we ask Visitors to refrain from parking in areas designated for faculty, staff, and students, unless prior arrangements are made with the HECM Administration.
Texas A&M college/department guests should contact their department or event sponsor at the HECM for parking information.
HECM faculty, staff, visitors, and students are restricted from parking in any space designated as “Visitor Parking”. Please see the “Enforcement” section below for more information.
Building Access
The Higher Education Center at McAllen is accessible after hours by using the Aggie Card issued individually to all faculty, staff and students.
Enforcement
The HECM Security Staff and Administration have jurisdiction and the discretion to initiate and ultimately enforce the actions listed below to those individuals and their motor vehicle and/or motorbike who do not comply with all the HECM parking permit requirements outlined in this document.
1. Individuals who violate the HECM parking permit requirements may be subject to a citation (which may include a fine), vehicle immobilization (booting), and/or towing. The vehicle owner is fully responsible for all costs associated with the release, relocation, and storage of the vehicle or motorbike.
2. HECM Administration reserves the right to tow any vehicle or motorbike that poses a safety hazard or is considered a public nuisance on or near campus property. The vehicle owner is fully responsible for all costs related to towing, relocation, and storage.
